Airport Governance Project
The Baton Rouge Metropolitan Airport (BTR) is actively working on a project with the City of Baton Rouge and Parish of East Baton Rouge (City-Parish) to update the airport’s governing model to a new special-purpose airport authority model. This project follows a yearlong evaluation of the current structure under the City-Parish and the Airport Commission that resulted in the recommendation for the new model. The study included a comprehensive review of the airport governing model, including state legislation, an analysis of aviation industry trends, a review of airport operations and staffing needs, a financial review, as well as community input. On October 9, 2024, the Metropolitan Council passed a resolution in support of the recommendation to pursue the creation of the new airport authority.
Since then, the City-Parish has worked with state representatives to enact new enabling legislation (Act 118 of the 2025 Regular Session) for the creation of the Baton Rouge Regional Airport Authority, which was signed into law by the governor on June 3, 2025. This legislation established the legislative framework for the City-Parish to adopt its own resolution and articles of incorporation creating the authority on August 27, 2025. A new Airport Authority Board was subsequently appointed on October 8, 2025. The airport and project team are currently working to finalize the transition with the Federal Aviation Administration by securing a new airport operating certificate for the Baton Rouge Regional Airport Authority.
